The Situation
Extremism and incompetence have ruled the day in Carroll County government.
Our county nursing home, Mountain View Community, was once considered a jewel by its residents and by the citizens of Carroll County. Its rating plummeted to a one out of five (as rated by the Centers for Medicare and Medicaid) due to careless financial management and serious COVID protocol violations, The facility received a whopping $100,000+ fine for these violations. Long term nurses left the facility in droves, and Mountain View was spending 1.6 million on agency nurses versus $15,000 from prior years.
The commissioners turned a blind eye to the situation until it became publicized and covered by the New Hampshire press. The Delegation, composed of Carroll County state representatives, largely shrugged their shoulders with several extremists declaring that the nursing shortage was “endemic” with no solution in sight. Ultimately, the nursing home administrator resigned under public pressure.
In 2023, an investigation was launched by the NH Attorney General’s office into Commissioner Matthew Plache. Plache had been hired by a broadband planning committee to provide legal advice, although he had been suspended from practicing law by the state of Maryland.
The county commissioners approved an ARPA grant of over $30,000 to the broadband committee, which was ultimately awarded to Plache for his consulting services. The commissioners did not seem to believe there was any conflict of interest, although the Attorney General’s office deemed otherwise. Again, there were crickets heard in the county delegation meetings on the issue.
The commissioners then shepherded a deal to sell the historic Carroll County Courthouse for the price of $1 to a charter school, although the property was valued at over $220,000. While the letter of the law was followed, many citizens felt that they were not afforded ample opportunity to provide feedback about the sale, nor were other uses seriously considered for the courthouse.
Competent department leaders in county government have left due to the poor performance of the Carroll County commissioners.
We were fortunate that there were several state legislators who shone a spotlight on the issues confronting the county. It is due to their work that the commissioners and delegation were forced to confront the issues in the county.
But there is much work to be done to ensure the integrity of our commissioners and delegation members.
